Development Minister Clive Brown’s signing of the Australian Industry Participation Policy (AIPP) framework in April 2000 with all Australian Governments was a significant event for Western Australian suppliers.
Since the signing of the agreement, the State and Federal Governments have included the objectives and principles of the AIPP framework into their Local Content Policies.
The inclusion of AIPP framework into Government Policies has led offshore contractors to provide full, fair and reasonable opportunity for Australian suppliers to participate in significant public and private sector activity.
The Industry Capability Network WA (ICNWA) is playing a major role in assisting offshore contractors identify local suppliers for Western Australian projects.
HIsmelt Kwinana Plant project team have included the principles of the AIPP framework on their project. HIsmelt’s project documentation supports local supplier involvement on the project and encourages major contractors and their sub contractors to make contact with ICNWA.
US company, Williams Patent Crusher and Pulverizer Co. Inc. were successful in winning the Coal Drying and Grinding tender. Williams contacted ICNWA and were introduced to many competitive local suppliers. Williams passed this information on to their US sub contractors who in turn also worked with ICNWA to identify competitive local companies with the capability to supply their procurement packages.
One such supplier, HPS Technology, was successful in winning a 3rd tier supply tender to US company Airtrol Inc. HPS Technology’s Brian Hooker said, “ICNWA provide an excellent service in assisting local companies to be identified to offshore contractors. There is no doubt local suppliers will gain benefit from the AIPP framework.”
